It seems like there is only one solution, but it is also far from perfect. We could require all adult websites to insert a simple code into the home page of their domains, or on each page, that would allow filtering software to easily and instantly determine that the site has free porn and therefore is not suitable for minors. That way, filtering software could be much more effective. If you had significant fines for violating this, I think most webmasters would quickly label their sites. The only downside to this is that it require parents install filters on their computers, and unfortunately, parents are rarely as computer savvy as their kids, and experience has shown that many parents don't know how to install such software and don't monitor their kids online.
